What happened to this "PS3-exclusive" from Rockstar? We've literally heard nothing about this title for a long time - vapourware? PS4 launch title?

Maybe they're going off Duke Nukem time

Im also betting the next XBOX will launch in a November (next year, not this) with Call of Duty as a launch title.

Sony announced Rockstar was working on a new ip for ps3 in 2007. They officially announced the project was called Agent at E3 2009.
Not a word since. They did release some screenshots last year but the shots were dated 2009. So they aren't new.
Take-Two Chairman Strauss Zelnick stated on the company's fourth quarter earnings for 2011 the game is still in development. So there's still some hope.
