I have had the NR708 for just over a year and I cannot say I am very happy with the experience overall. The amp sounds great and does what it is meant, but it is always warm.
One thing I have noticed since new is the receiver has a hot spot on the back left of the unit.  In standby it is always warm, so much so my cat keeps trying to sleep on it.
I had to take the unit in for repair when it popped and smoke came out, and it was replaced under warranty with a new unit.  The new replacement unit also has this hot spot.

My question is, why does this amp need to consume so much power in standby ?
Do all modern amps do this ?
The amp runs really hot after only a short time on low-mid volume levels, so much so, you cannot touch the top of the amp after 1 hour usage.

Sounds like you have HDMI set up to control other components - turn this off.  It uses a lot of power even in "standby".  It's part of the HDMI standard and is universally a power hogging POS on all HDMI equipped products.

The onkyo's/integra's have a hdmi passthrough feature. WHen enabled (and yours sounds like it is) it enables the hdmi to be passed through while the receiver is in standby mode. The receiver uses about 40 to 45watts in this mode. If you don't  want the receiver to do this then turn this feature off.
The other option, which is what I do, is to turn the receiver off. I use one of those green power boards so when my tv is off it turns all the other power sockets off the power board off.
