All,
The current satellite to home and to remote community funded repeaters consists as an eastern states licence area covering the whole of of Australia except WA. This is only available to remote viewers and those with a measured insufficient signal strength from local broadcasters.
The new FTA satellite service will be for NT & Qld only. A separate licence will be for SE Australia. This means that programs and advertising will be more accurately aimed at the NT and inland Qld. So you will get ABC1 -3 and ABC News, SBS 1 & 2, Southern Cross/One, & 7 Central/7 two, Imparja/Go! this will also include HD signals.
Any location with less than 500 people is highly likely to become a satellite to home locations. There will be a subsidy at the appropriate time for installing a satellite receiver.
The Analog Switch off timetable shows that this will occur at the end of 2013.

The new FTA satellite service will be available nationally.
"The amendments will create three new commercial television licence areas specifically for the new satellite service:
Northern Australia – encompassing the Northern Territory and Queensland
South Eastern Australia – encompassing the Australian Capital Territory, New South Wales, South Australia, Tasmania and Victoria
Western Australia."

Remember there are transmitters for Katherine, Alice springs and Mount isa. Where are the plans for those transmitters? There is not much time left before the end of 2013, and Imparja and southern cross central has yet to set plans for digital services for the regional transmitter? The way it seems to me sounds like it is going to be a rush job if the deadline of the end of 2013 stays.

Nothing will probably happen until the satellite system is sorted which I would expect by the end of this year. This still gives 3 years to have the systems up and running. I expect the transmitters will have to be running by the start of 2013.
Not only to they have to install the sites you mentioned but others in Qld such as Cloncurry, Longreach, St George to name a few.
As with WA all sites of less than 500 people will convert to satellite to home receivers.
Darwin is not part of this scheme.
