Black And White Picture Only On Hdtv

I have a Pace 420 STU from Optus, which works fine on my older CRT TV. (SCART out --> composite video in to TV). When I attempt to view cable on my HDTV, I only get a very bad quality black and white picture - it doesn't matter if I use a composite video in, or use component video in, both from the TV SCART connection on the STU. I have tried the video out settings at RGB and YUV, both are equally bad. :(
MY TV is a Samsung series 6 , 630, 1080p HDTV - but is an american model with an NTSC tuner, so I can't use the PAL output from the STU. The TV works fine with my DVD player inputs to the component in - it's just the Optus STU that won't work.
Any suggestions or explanations would be welcome!

My first guess (which could be wrong) is that there is a PAL - NTSC compatibility issue.
