Get the lines happening and pull out the antenna flylead from the wall socket and see what happens .Are the lines moving across the screen ? It may be FM Radio interference getting in some where. Are you close to any strong FM Radio towers?
Are the lines there when you are watching FTA tv using the tv tuner or only when the DVD is playing ?Try disconnecting the external AV leads between your gear one at a time and see what happens.Do you have another HDMI cable you can try ?

Secondly, what are you watching when this happens? Is it a bought or rented DVD, a program from a Foxtel channel live off the air, or a Foxtel program that was recorded on the DVD recorder and you're playing it back?
Some Foxtel programs, mainly Main Event and pay per view programs, have copy protection that makes VCRs and DVD players go funny when playing back recorded program. This should not affect programs watched live through the VCR or DVD player, except that it sometimes does. So one possibility is that the DVD player/recorder is picking up copy protection and adding these vertical lines to the HDMI signal. But that may not be it.
You could try the following:
1) On the Foxtel box, try switching the SCART plug between the TV OUT and VCR sockets.
2) On the Foxtel box, go into active -> Settings -> Advanced settings -> Video settings (or similar) and make sure that the output type is set to composite (or similar).
3) On the TV, while seeing these fine diagonal lines, press the button to see program info. If it says (amongst other things) 60Hz or 30Hz then this is the problem - it should say 50Hz. This is the DVD player/recorder's fault, see the next step.
4) On the DVD player/recorder, see if you can set the output resolution for the HDMI output to different rates (e.g. 576i, 576p, 1080i) and see if that helps. Also, make sure the frame rate is set to 50 or 25Hz, not 30 or 60Hz.

What type of HDMI cable are you using... an old one? High speed?
BTW, this area is for digital radio... being DAB+.
